College Access Foundation of California Elects New Chairman of the
Board and a New Member to the Board of Directors

The Board of Directors of the College Access Foundation of California has elected Toby Rosenblatt to serve as chairman.  Rosenblatt is president of Founders Investments, Ltd., and he serves on the board of directors of BlackRock Equity Liquidity Mutual Funds, Forward Management, and the Pherin Corporation.  He has been a member of the College Access Foundation of California Board of Directors since 2009.

Mr. Rosenblatt’s personal commitment to education, community development, and the arts spans more than three decades, and includes service as a director of the Higher Education Policy Institute, The James Irvine Foundation, the California Association of Independent Schools, several independent schools, president of the San Francisco Planning Commission, chairman of The Presidio Trust, and service on several boards of non-profits concerned with healthcare and the arts.

 “I am delighted that Toby will lead the board’s efforts as the Foundation moves to serve more low-income students in communities across the state,” Foundation President Julia I. Lopez said.  “Toby brings a depth of experience in management and civic engagement that will be essential to guiding our work moving forward.”

Rosenblatt succeeds James Canales, the president and chief executive officer of The James Irvine Foundation who served as chairman for three years and will continue to be a valued member of the College Access Foundation Board of Directors.

New Director Donna Lucas

The board also elected Sacramento-based public affairs strategist Donna Lucas to serve as the Foundation’s newest director.  Lucas is founder and principal of Lucas Public Affairs, a strategic consulting, public affairs, and communications firm.

Prior to forming Lucas Public Affairs, Lucas served as a deputy chief of staff for strategic planning and initiatives for Governor Arnold Schwarzenegger and chief of staff to First Lady Maria Shriver.  Lucas is an expert in media relations and political affairs, and she has provided strategic counsel to a range of clients on a variety of large policy issues including gaming, housing, education, local government, campaign finance, and energy.

Currently Lucas serves on the Boards of Directors for California Forward, the Public Policy Institute of California (PPIC), the California Chamber of Commerce, Venoco, Inc. (NYSE:VQ), and the Scripps Institute of Oceanography.

“We are pleased to welcome Donna as our newest director,” Lopez said.  “Her knowledge of policy issues and unique experience in strategic public affairs will bring a wonderful new perspective to our board as it guides the Foundation’s new efforts.”
